Suspect is Shown Throwing Brick at Police Officer Before Getting Shot

 






On the morning of Friday, November 24, 2023, the El Centro Police Department received a 911 emergency call regarding a theft that had just occurred at a business located on South Imperial Avenue. The report indicated that a male suspect had allegedly stolen items from the establishment before fleeing on foot. Responding swiftly to the report, police officers were dispatched to the area to locate and apprehend the suspect.>As officers made their way to the scene, a civilian witness who had observed the theft began following the suspect from a distance and provided crucial information about his whereabouts. Based on these observations, officers were able to identify and locate the individual near the vicinity of the reported crime. The suspect was later identified as 31-year-old Elizandro Vargas, a local resident known to law enforcement from prior contacts.When officers encountered Vargas, they immediately noticed he was visibly agitated and holding a large brick in his hand. Officers began issuing verbal commands, instructing him to drop the object. Despite repeated warnings, Vargas refused to comply. Instead, he shouted at the officers and, in a sudden escalation, threw the brick directly at one of them. The officer managed to duck and sidestep the incoming projectile, narrowly avoiding injury.The situation intensified within seconds. Following the attempted assault with the brick, two gunshots rang out in rapid succession. According to preliminary accounts and body-worn camera footage, Vargas stumbled backward immediately after the shots were fired, indicating he had been struck. Officers then moved in to secure the area and rendered aid as they awaited the arrival of emergency medical personnel.

Paramedics from local emergency services arrived promptly and began life-saving efforts. Vargas was quickly transported to El Centro Regional Medical Center (ECRMC) for treatment. Despite their efforts, medical personnel pronounced him deceased at approximately 8:00 a.m. that same morning.No officers were physically injured during the confrontation. The officer who had been targeted by the thrown brick did not discharge his weapon; another officer on scene had fired the two rounds. As is standard protocol following an officer-involved shooting, both officers were placed on administrative leave pending an internal investigation.

In the aftermath of the incident, the El Centro Police Department launched a full review of the shooting, in cooperation with the Imperial County District Attorney’s Office and other oversight bodies. Investigators are examining all available evidence, including surveillance footage from nearby businesses, body-worn camera recordings, physical evidence at the scene, and eyewitness statements.

The department has emphasized its commitment to a thorough and transparent investigation. Officials noted that, while theft cases rarely escalate into use-of-force incidents, officers must be prepared to respond to rapidly evolving and potentially dangerous situations—particularly when a suspect poses an immediate threat to public safety or to the officers themselves.The death of Elizandro Vargas has prompted questions from the community, and the police department is expected to release additional details once the internal review and the district attorney’s investigation are complete. Law enforcement officials have stated that they are dedicated to maintaining open communication with the public and to upholding accountability throughout the review process.

This incident highlights the unpredictable nature of law enforcement encounters and the critical importance of de-escalation, situational awareness, and rapid decision-making.
